Clearing the Path for Movable Tiny Homes: Why RB42 Matters

Relocatable tiny homes are gaining traction as a practical, flexible housing option but
inconsistent code language continues to limit where and how they can be placed.

ICC proposal RB42 addresses this gap.

RB42, scheduled for a vote on April 22, introduces clearer, nationally consistent guidance within
the residential code for movable tiny homes. It does not mandate local adoption. Instead, it
provides jurisdictions with a framework to evaluate safety, placement, and compliance.

Importantly, this proposal builds within Appendix BB – Tiny Houses, which has already been
adopted by more than half of U.S. jurisdictions. By refining language within an existing and
widely used framework, RB42 offers a practical path toward greater consistency without
introducing an entirely new regulatory structure.

This clarity has direct industry implications. When jurisdictions have clearer guidance:

● buyer hesitation decreases
● and builders can operate with greater confidence in how their homes will be received
and placed
